How Three Regulatory Tracks Are Making UK Construction-Product Data AI-Ready

A widely circulated story says a single new standard — PAS 1958 — mandates "AI-ready" digital product passports for UK construction. It doesn't. What is actually happening is more interesting: three largely independent regulatory tracks are converging, without consolidating, on one requirement — that construction-product data be structured, uniquely identifiable, traceable, governed and machine-checkable across the asset lifecycle.

This paper separates the three tracks — the statutory reform driven by the Construction Products Reform White Paper (CP 1515) and the Building Safety Act golden thread; the voluntary-standards track (PAS 1958, BS EN 18162, the ISO 19650 revision); and the EU's binding digital product passport regime — corrects the most common conflations, and shows where each track actually leads. The conclusion is practical, not technological: no instrument mandates AI, but every track rewards the same data substrate, and firms whose infrastructure can produce audit-ready lifecycle information will meet all three at once.
